RFP 2025-02 CM/GC Pre-Construction Services
Description
The Tri-Valley—San Joaquin Valley Regional Rail Authority (Authority) seeks Proposals from responsible, responsive, and qualified California-licensed contractors (Proposers) to provide Pre-Construction Construction Manager/General Contractor (CM/GC) services for the Valley Link Phase 1A Rail Project (Project).
The Authority intends to select a CM/GC Contractor who will collaborate with the Authority’s Designer to provide services for the Pre-Construction Phase during the development of all Plans, Specifications and Estimates (PS&E) of the Project.

Welcome to the Authority’s Disadvantaged Business Enterprise (DBE) Resource Center
The following information has been developed to provide assistance and outreach to Disadvantaged Business Enterprises (DBEs) interested in working on the Authority’s contracts. In addition to supporting DBEs directly, the information also offers guidance to proposers, consultants, and contractors on how to comply with DBE program requirements and effectively build partnerships and teaming opportunities that advance the Authority’s commitment to inclusion.
What is a DBE?
A DBE is a certified, for-profit small business concern (1) that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged, or, in the case of a corporation, where 51 percent of the stock is owned by one or more such individuals; and (2) whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.
The Authority only accepts DBE firms certified through the California Unified Certification Program (CAUCP). DBEs must be certified with the CAUCP upon contract award.

The Authority participates in the California Unified Certification Program (CAUCP) as a non-certifying agency. To obtain information regarding the CAUCP or to download the CAUCP application, please see below.

The CAUCP DBE database contains up-to-date information on certified DBE firms and can be used to find certified DBE firms for solicitation to meet DBE goal and contracting requirements. This database is intended to expand the use of DBE firms by maintaining complete and current information on those businesses and the products and services they can provide.

Disadvantaged Business Enterprise (DBE) Program
As the Authority intends to pursue federal financial assistance from the Federal Transit Administration (FTA), it has established a Disadvantaged Business Enterprise (DBE) Program consistent with federal requirements. As a condition of receiving this assistance, the Authority has developed its DBE Program in compliance with U.S. DOT regulations under 49 CFR Part 26.

Small Business Enterprise Element (SBE)
The Authority has established a Small Business Enterprise element (SBE Program) as one of its race-neutral methods of achieving small business participation, including disadvantaged business participation, on particular contracts with subcontracting opportunities. This SBE element applies to all federally funded Authority contracts where race-neutral and gender-neutral methods are employed. The Authority will take all reasonable steps to eliminate obstacles for SBEs to participate as prime contractors or subcontractors in the Authority’s procurement activities. DBEs are by definition considered to be SBEs and are covered in all references to SBEs.
