PROJECT OVERVIEW

The Valley Link Rail Project is a new passenger rail service along a 22-mile corridor linking the existing Dublin/Pleasanton BART Station in Alameda County and the Mountain House community in San Joaquin County with all day service at frequent intervals in both directions using zero-emission multiple unit rail vehicles. This 22-mile initial operating segment is Phase1 of a proposed 42-mile rail system that will ultimately extend service to North Lathrop.

The Phase 1 project is proposed for construction in two 11-mile phases: 

Phase 1A: Dublin/Pleasanton BART Station to Vasco Road ACE Station in Livermore  

Phase 1B: Southfront Road Station in Livermore to the Mountain House Community  Station

 

Phase 1A is targeted for completion in 2032 with Phase 1B’s schedule remaining contingent on future funding.

BOARD ACTIONS – JUNE 11, 2025
  1. Approved consideration of a phased construction delivery strategy of the Valley Link – Dublin/Pleasanton to Mountain House (Phase 1) project with the initial phase from Dublin/Pleasanton to Vasco Road (Phase 1A) and the subsequent phase from Vasco Road to Mountain House (Phase 1B);

  2. Approved consideration of the adoption of battery electric multiple unit (BEMU)rail vehicle technology to operate the Dublin/Pleasanton to Vasco Road (Phase 1A) project;

  3. Directed staff to seek Federal Railroad Authority (FRA) jurisdiction determination for the Dublin/Pleasanton to Vasco Road (Phase 1A) project as an urban mass transit train control system; and

  4. Directed staff to pursue opportunities to advance the Vasco Road to Mountain House (Phase 1B) project.​
